You can take it off…simply use a yard sprayer with hot water and spray it down really good…then use a joint compound mud trowel and scrape it off. It’s only styrofoam beads and cheap paint (but I have seen some that used watered down joint compound with beads). Once you’ve scraped off as much as will come off then use some sand paper and sand it to get rid of any rough spots. Then give it a good coat of paint.

no asbestos in the 90`s, it will just be messy job. If want to moisten it before scraping, I like to use melted butter;-)
