do these spay ons or paint ons ensure the asbestos on heating vents could then be safe or should they be covered with something else like plaster gauze or duct tape?

It really depends on the condition of the material. If in good shape with no damage, encapsulation works. If there is damage then wrapping or covering is required. None of the systems can render the material “safe” since that is an impossible situation.
