I quit and was awarded unemployment insurance benefits, now i just received a letter that states my x employer is appealing the decision made by the employment department. I will have to participate in a phone hearing that i think i am prepared for but i wouldn’t put it past my x employer to lie about the facts. What are my chances of winning the appeal?

just as you are betting on them lying.. im sure they are betting on winning simply bc you quit rather than being terminated, hoping they can win on that alone. just document as much as you can and give the as much detailed facts as you can, dates, things you requested but were denied, reason you left, personal safety etc. things they will have a hard time justifying. try not to get angry on the phone, showing you left for valid reasons and not out of anger. usually whoever is calm and more prepared will do well.
